World Jurist Association leads high-level institutional mission to Bulgaria to strengthen the Rule of Law

In September 2026, a delegation of the World Jurist Association (WJA) and the World Law Foundation (WLF), headed by President Javier Cremades, concluded a two-day official mission to Sofia, organized in collaboration with the Argentine-Bulgarian Chamber of Commerce, to foster institutional dialogue and strengthen the Rule of Law.

The delegation was received at the Council of Ministers by the Prime Minister of the Republic of Bulgaria, H.E. Rumen Radev, and met with the Ombudsman of the Republic, Ms. Velislava Delcheva. Both exchanges focused on democratic governance, institutional integrity and the protection of citizens’ rights.

The mission also met with Bulgaria’s highest judicial and constitutional bodies, including the President of the Constitutional Court, Pavlina Panova, and the President of the Supreme Court of Cassation, Galina Zaharova, as well as the Supreme Administrative Court and the Supreme Judicial Council. The discussions centered on judicial independence, the modernization of justice systems and the preservation of constitutional guarantees.

Recognizing that predictable legal frameworks are essential for economic growth, the delegation also met with the Bulgarian Chamber of Commerce and Industry to discuss the link between legal certainty and a stable investment climate. The program concluded with visits to the Faculty of Law of Sofia University “St. Kliment Ohridski” and the National Institute of Justice, with a view to advancing joint initiatives in legal education and judicial training.

The mission reflects the WJA’s ongoing commitment to building international networks that protect judicial independence and defend democratic principles worldwide.
