Amendments of the Bylaws – Charter and Bylaws Committee – Call to Membership

The Charter and Bylaws Committee, appointed on 3 July if this year, consisting of three members, all nominated by the board of governors, have revised and approved the proposal attached to this email to reform the structure of the World Jurist Association’s Bylaws.


Members of this Committee are:

The aim of such revision and reform of the bylaws responds to the need of giving better representation to different regions and the National chapters that integrate them in our organization. The target is based on the possibility to hold every year a major event for the World Jurist Association in a different region of the world. To achieve such purpose the many national chapters will be able to gather in Regional Forums:

Thus, every national chapter should gather in  Regional Forums, and each regional forum should appoint a President of the Forum. Each President of the Forum will be a member at the Inter Regional Directory, being appointed president of this modality the president of the regional Forum with a proposal for a conference or Congress that takes place in the range of five years and only within the limits of his or her chapter or regional Form. Vice President of this modality can also come with plans for a future international event and thus become president after the first two years of Rotary international presidencies have concluded, and a major event has been held by his or her inter-regional directories. This supra regional modality is thought to bring neighboring regions together with the aim of creating bonds of fraternity between their different countries and facilitating an atmosphere of international cooperation.


On the other hand they would have more autonomy to generate and use the funds raised by themselves (special foundations created by Regional Forums or National Chapters, with legal personality).

All five Inter Regional Directories will gather in the Global Council of Presidents (GCP). Presidencies to this council will rotate every year depending on which President is responsible of holding the major event for the corresponding year. After the first two years of Presidencies are finished, the three presidents that have already carried out their event, may appoint there vice president as new president of the Inter Regional Directory and thus member of the Council of Presidents for the rest of the term.


The role of the Legal Counsel has also been revised by the Charter and Bylaws Committee so that he or she will be appointed amongst WJA senior members in good standing that are registered under any bar association of a US state.

If there was to be a law firm, member in good standing of the association with interest to present a candidate to this position, and the Legal Counsel seat was to be vacant, the candidacy could be evaluated and voted by the Council of Presidents.

US Law Firm increase Staff numbers

US law firms put pressure on Magic Circle by upping staff numbers and pay.
As well as outgunning the top UK firms on trainee pay, the US firms are increasing their recruitment demands – with White & Case, for instance, increasing its graduate intake this year from 30 to 40 people.

World Jurist Association Reunion Phillippines 2015

The WJA  reunion last September 11,2015.

The affair was attended by Justices from the Supreme Court and Court of Appeals, Judges from the Lower Courts. The Justices from (PHILJA) Philippine Judicial Academy headed by Justice Adolfo Azcuna, the first Filipino International Commissioner of the International Commission of Jurists in Geneva, Switzerland . Some law practicioners also attended. The reunion was headed by Atty. Gemma Leticia F. Tablate-National Presiden(Philippines) and hosted by Supreme Court Justice Presbetero Velasco.   • Agustí Cerrillo – Professor of Administrative Law at ‘Universitat Oberta de Catalunya’. Currently, he is the Ombudsman of the University. He has published books and journal articles on e-government, public integrity and the fight against corruption, public transparency and the dissemination of public sector information through the Internet and governance of development cooperation. At present, his research is focused on the impact of ICT on Public Administration and Administrative Law and transparency and integrity in Public Administration.

  • Steve Cahill – Steve has spent the past five years as Country Manager Spain & General Manager of the pan-European Shared Service Centre, for Colt Technology Services, a wholly owned subsidiary of Fidelity, the private US Investment Bank.  Steve has 40 years’ experience at executive management level in the international ICT sector having worked in over 40 countries across five continents for subsidiaries of EMC, Fujitsu, France Telecom, Steinhoff Group, and Colt.  During this time Steve has been responsible for leading strategic change at a global level, in both line and staff management roles, for a variety of functions ranging from Customer Service, Supply Chain, Procurement, Operations, through to Sales, Finance and Commercial.

  • Pierre Dewez – Founder and CEO of PECB Europe, in charge of business development and international relations with customers and partners. Judge, Azad Jammu & Kashmir, Muzaffarabad, Pakistan – Appointed as permanent Judge of Azad Jammu & Kashmir High Court by the President of Azad Jammu & Kashmir on the advice of Chairman Azad Jammu & Kashmir Council (Prime Minister of Pakistan) under the interim constitution Act 1974, and took oath before the Chief Justice of Azad Jammu & Kashmir High Court on March 13, 2013. Justice Khan also serves as Chairman Drug Court of Azad Jammu & Kashmir vide Government under Notification Dated June 4, 2013. Justice Khan was elected unopposed as first President of District Bar Association of Sudhnooti (Pallandri) for 1995/1996. In 1999 firstly was elected as member of newly established Azad Jammu & Kashmir Bar Council and thereafter was also elected for 2nd and 3rd term and was Senior Most member of Bar Council at the time of elevation to High Court Azad Jammu Kashmir. In 2002, was elected un-opposed Vice Chairman of Azad Jammu & Kashmir Bar Council for 2002/2003; member of High Court Lawyers enrollment Committee of AJ&K Bar Council for 8/10 years; member of Supreme Court Lawyers Enrollment Committee of AJ&K Bar Council for about 4/6 years; member of many other Committees of Azad Jammu & Kashmir Bar Council including Rules Framing Committee, Legal Education Committee, Kashmir Committee, etc. Justice Khan has performed the duties of Head of Department (Honorary) of Law Faculty in Mohi-ud-Din Islamic University Nerian Sharif (AJ&K) for about 10 years, and has been an External Examiner of law department of Azad Jammu & Kashmir University Muzaffrabad (for some LLB Papers) for about 5/6 years.
